DELAWARE — A Delaware County grand jury has indicted the owner of K Spa in Powell on charges including money laundering, promoting prostitution and practicing medicine without a license.

According to court records, Yixiang He, 51, was indicted during the grand jury’s most recent session.

Authorities previously arrested He after executing a search warrant on May 18 at K Spa, located at 240 N. Liberty St., as part of the statewide Operation Spring Cleaning enforcement effort led by the Ohio Attorney General’s Organized Crime Investigations Commission.

According to the Ohio Attorney General’s Office, the statewide operation resulted in 122 arrests between May 13 and May 20, including individuals accused of solicitation, promoting prostitution and other related offenses.

Search warrants were executed at four massage businesses in central Ohio, including K Spa in Powell, as part of the operation.

Powell Police Chief Ron Sallows previously told Delaware Source the search warrant was the result of a months-long investigation into suspected illegal activity at the massage business.

The Central Ohio Human Trafficking Task Force, Powell Police Department, Ohio Bureau of Criminal Investigation (BCI) and Ohio Organized Crime Investigations Commission were all involved in the investigation.

No human trafficking charges were listed in the indictment.

The indictment includes the following charges:

  1. Money laundering, a third-degree felony
  2. Promoting prostitution, a fourth-degree felony
  3. Practicing medicine without a license, a fifth-degree felony (court records filed so far do not specify the conduct underlying this charge)

According to the indictment, He allegedly engaged in money laundering between July 28, 2025, and May 18, 2026.

During the same timeframe, the indictment states He allegedly “did knowingly establish, maintain, operate, manage, supervise, control, or have interest in a brothel or any other enterprise a purpose of which is to facilitate engagement in sexual activity for hire.”

Authorities initially charged He with one count of promoting prostitution and one count of money laundering. The practicing medicine without a license charge was added after the grand jury indictment.

The court scheduled a preliminary hearing for Thursday afternoon, but the grand jury’s indictment from Thursday morning caused the court to vacate the hearing.

An indictment is a formal accusation and does not indicate a defendant has been convicted of a crime.
