POWELL — Construction of 14 new townhomes in downtown Powell could soon begin after the Powell Planning and Zoning Commission approved the final development plan Wednesday.

Each townhome, designed and built by Corinthian Fine Homes, would feature a two-car garage, at least three bedrooms, at least three bathrooms and a third-floor terrace.

The cluster of residential units will be built off South Liberty Street between Blair and Stanton Avenues.

The final development plan was approved by the commission on April 8, including approval of revisions to the previously-accepted architectural elevation.

Joe Aulino, a representative for the project, described the townhomes’ interiors as “flexible,” with layouts designed to accommodate a range of buyer preferences.

He said construction would start with two buildings right away, and the rest will follow shortly after depending on the sales model.

Megan Dowdell, a Powell resident who lives near the planned residential development site, asked the commission and Corinthian Fine Homes representatives to put a fence around the development.

“Right now there are a lot of people trespassing, and we’re just compounding that problem by having more development,” she said. “So I would really appreciate it if you could just put a boundary up around that development.”

Townhome project background

Powell City Council approved an initial development plan for the site in 2014, calling for 22 townhome units across 11 buildings and a commercial space along South Liberty Street.

All infrastructure was completed but only four residential buildings — housing eight units — were constructed.

The original plan also intended to preserve a historic structure along South Liberty Street and add commercial frontage. However, the structure was significantly damaged in 2025 and later demolished with approval from the planning and zoning commission.

Corinthian Fine Homes approached the city in 2025 to complete the residential portion of the project.

The current proposal is to build the remaining residential units within the previously-approved footprints from 2014. However, some changes from the original plan include:

  • Updated interior layouts
  • Designing the townhomes in a modern farmhouse style
  • Exterior color changes to white and dark gray sidings
  • And including wood-framed balconies

The proposal noted there will still be a commercial development along the front of the property facing South Liberty Street.

That portion of the property is owned by a separate entity and is currently being marketed. Planning Manager Claudia Husak said she expects a family-oriented business to occupy the space.

No timeline has been announced for that portion of the project.
