Powell city Council met Oct. 20 to approve the Fiscal year 2027 Schedule A.

POWELL — Powell City Council approved an annual resolution Tuesday accepting property tax rates that are expected to generate approximately $1.15 million for the city’s general fund in 2027.

The city’s 1.2 mills of inside property tax are projected to generate $1,151,440 next year, according to a memo presented to council.

“This document essentially establishes the foundational revenue for the city. It’s been incorporated in the budget drafts you’ve been working on already,” City Manager Andy White told council.

Inside millage refers to property taxes that local governments can levy without a direct vote from the public, capped at collecting a maximum of 10 mills.

One mill equals $1 in property tax for every $1,000 of assessed property value. Ohio’s 10-mill limitation applies to assessed value, rather than a property’s full market value.

The resolution follows council’s approval in July of estimated revenues for the fiscal year ending Dec. 31, 2027.

Finance Director Samantha Borchers subsequently worked with the Delaware County Auditor’s Office to prepare Schedule A, a document outlining property tax rates and estimated collections.

The Delaware County Budget Commission met Sept. 21 and presented Schedule A.

White cautioned that the revenue projection could change because final property values had not yet been certified.

“I believe this is a conservative number, and if there is a modification, we will then have to come back to you and change those estimates to reflect the activity,” White said.

The city’s figures show approximately $1.12 million in inside-millage revenue for 2026, compared with $1.09 million in 2025 and $842,845 in 2024.
