DELAWARE — If it feels like road work is happening everywhere in Delaware County, you’re not imagining it.
From long-term planning efforts to active construction zones, dozens of projects are underway or in the pipeline as the Ohio Department of Transportation works to improve safety, reduce congestion and keep up with the county’s rapid growth.
Together, these projects represent more than $120 million in infrastructure investment across Delaware County — and likely more, as some projects do not yet have finalized cost estimates.
This list is organized based on how ODOT tracks projects, grouping them from early planning stages to those already completed. For more information on all Delaware County projects from ODOT, click here.

These projects are in early planning stages and are not yet under construction.
Route 23 Connect
One of the most significant transportation efforts tied to Delaware County is the U.S. 23 Connect project, led by the Ohio Department of Transportation (ODOT).
The project focuses on a heavily traveled stretch of U.S. 23 between Interstate 270 and north of the city of Delaware, where traffic congestion has grown alongside the county’s population.
Rather than a single construction project, U.S. 23 Connect is a long-term study evaluating a range of potential solutions to improve traffic flow and safety.
Those options could include redesigned interchanges, changes to traffic patterns or other roadway improvements.
The project remains in the study phase, and no final plan or construction timeline has been announced as officials continue gathering public input.
US Route 23 and Interstate 71 Feasibility Study
A separate regional effort, the U.S. 23 and Interstate 71 corridor study, is examining traffic patterns and congestion in a broader area that includes parts of Delaware County.
The study is aimed at identifying long-term strategies to improve travel reliability and safety along two of central Ohio’s most heavily used routes.
Officials are collecting public input as part of the process, and the findings could help shape future infrastructure projects in the region.
I-71/U.S. 36/SR 37 interchange and Sunbury Parkway improvements: $31,900,000
A major long-term project in Delaware County would reshape the Interstate 71 interchange with U.S. 36 and state Route 37 while introducing a new east-west corridor known as Sunbury Parkway.
ODOT is working with Delaware County, local townships and the city of Sunbury to study improvements that would combine the existing interchange with a new connection to the south, designed to better handle traffic demand and improve safety.
The project also includes plans for a new 4.3-mile roadway, Sunbury Parkway, which would connect Africa Road to Cherry Street in Sunbury and improve east-west travel across the county.
The project is intended to reduce congestion and support future growth in one of the county’s fastest-developing areas.
While the project has been studied for several years and divided into multiple phases, it remains in early stages, with no confirmed construction timeline for the full buildout.
SR 521/N Galena Road Intersection Improvements: $2,500,000
Another proposed project in Delaware County would bring a roundabout to the intersection of state Route 521 and North Galena Road in Kingston Township.
According to ODOT, the project is aimed at addressing a pattern of crashes at the intersection, where 15 crashes were recorded between 2018 and 2022, including 10 with injuries. Most of those were angle collisions, a type of crash often associated with higher severity.
After installing additional warning signage in 2020, ODOT conducted a safety study in 2023 to evaluate long-term solutions, including a four-way stop, traffic signal and roundabout.
The study ultimately determined that a roundabout would be the most effective option, as it would slow traffic, reduce crash severity and improve overall traffic flow.
The project is now moving into detailed design, with construction expected to begin in summer 2028 and last about three months.
PRE-CONSTRUCTION
These projects in Delaware County have moved beyond early planning and are now in the design and engineering phase, where details are finalized before construction begins.
State Route 315 Slip Repairs: $3,330,000
This project along State Route 315 in Delaware County is aimed at restoring infrastructure at three locations between Home Road and Bunty Station Road.
According to ODOT, the work will include installing roadside ditches, replacing culverts and building retaining walls. Construction officially began on March 30.
The project will require a 120-day closure of Route 315 between Home Road and Bunty Station Road, with traffic detoured via Route 315 to state Route 750 to U.S. 23, or the reverse route. Home Road and Hyatts Road will remain open during construction, and access to private driveways and properties will be maintained.
Franklin and Fayette County Bridge Repairs: $1,630,000
A multi-county bridge preservation project that includes Delaware County is currently in the pre-construction phase, as ODOT prepares for repairs at several locations across central Ohio.
The project will include work on the Wilson Road bridge over Interstate 70 and the Weber Road bridge over Interstate 71 in Franklin County, as well as the U.S. 35 bridge over Creek Road in Fayette County.
Traffic impacts are expected to include temporary lane and ramp closures, along with a 14-day closure of Creek Road beneath U.S. 35 with a detour in place.
IN DEVELOPMENT
These projects in Delaware County are moving closer to construction, as ODOT finalizes plans and prepares for work to begin.
U.S. 36 Resurfacing: $10,390,000
This project along U.S. 36 in Delaware County is in development as ODOT prepares for roadway improvements between the Union/Delaware County line and the city of Delaware.
The work will include resurfacing the roadway and widening shoulders to improve driving conditions and safety. Construction is expected to begin in fall 2026 and continue through spring 2028.
East Granville Street (SR 37) Widening: $7,000,000
A project along East Granville Street (state Route 37) in Sunbury is in development as ODOT and the city of Sunbury evaluate options to improve pedestrian and motorist safety along the corridor.
The effort includes a feasibility study comparing potential improvements, such as sidewalk construction and connections to a proposed pedestrian bridge. Construction is expected to begin in summer 2027 and continue through summer 2028.
SR 229 Bridge Replacements: $4,010,000
A project along State Route 229 in Marlboro and Oxford townships is in development as ODOT prepares for a series of bridge improvements along the corridor. The work will include rehabilitating three bridges, replacing two bridges, extending one bridge and upgrading guardrails.
Construction is expected to begin in summer 2025 and continue through fall 2026. Traffic will be maintained with a temporary signal, except for a planned 60-day closure near Whetstone Creek.
SR 61/SR 521 intersection improvements: $3,730,000
A project at the intersection of State Routes 61 and 521 in northeastern Delaware County is in development as ODOT plans safety improvements at the rural, four-way intersection near the border of Kingston and Porter townships.
The intersection is located about four miles south of Interstate 71 and five miles north of Sunbury, in an area that includes the unincorporated community of Olive Green nearby. Construction is expected to begin in spring 2028 and continue through fall 2028.
State Route 37 and County Line Road intersection improvement: $3,620,000
A project at the intersection of state Route 37 and County Line Road on the Delaware-Licking county line is in development as ODOT and regional partners plan to construct a roundabout to improve safety and reduce congestion.
The intersection has experienced a pattern of crashes in recent years, particularly angle crashes, prompting the proposed change. Officials say the roundabout is intended to reduce crash severity and improve traffic flow, especially as the area continues to see residential and commercial growth.
Construction is expected to begin in fall 2026 and continue through summer 2027.
SR 315 and Jewett Road intersection improvements: $2,600,000
A project at the intersection of state Route 315 and Jewett Road is in development as ODOT plans to construct a single-lane roundabout to improve safety and reduce congestion. The project will also include widening Route 315 south of the intersection to add dedicated turn lanes onto Abbotsford Green Drive and Briarcliffe Drive.
Construction is expected to begin in winter 2027 and continue through fall 2027. The project will require a full closure of the intersection, which will be coordinated with other nearby projects to minimize traffic impacts.
I-71 spot pavement repairs: $2,250,000
A project along Interstate 71 in Delaware County is in development as ODOT prepares for spot pavement repairs between East Powell Road and North Galena Road. The work is intended to address areas of wear and improve overall driving conditions along the corridor.
Construction is expected to begin in spring 2026 and continue through summer 2026. Traffic impacts will include temporary lane and ramp closures.
SR 37 drainage improvements: $790,000
A project along State Route 37 in Radnor Township is in development as ODOT plans drainage improvements to enhance roadway safety. The work will include upgrading about 1,100 feet of existing drainage infrastructure, replacing drive aprons and installing a new box culvert west of the Route 203 intersection.
Construction is expected to begin in spring 2027. Temporary traffic impacts are anticipated during the project.
U.S. 23 and SR 229 interchange improvements
A project at the intersection of U.S. 23 and state Route 229 is in development as ODOT advances plans to improve safety and traffic flow along the busy corridor. The intersection was identified through the Route 23 Connect study as an area of concern, with 81 crashes recorded between 2019 and 2023, including 26 resulting in injuries.
After evaluating multiple options and gathering feedback from the public and local stakeholders, ODOT recommended a preferred alternative to move forward into design. The project will convert the existing intersection into a diamond interchange, with Route 229 elevated over U.S. 23 and new entrance and exit ramps.
Construction is tentatively scheduled to begin in fall 2028 and is expected to last about one year.
U.S. 23 and Coover Road interchange improvements
A project at the intersection of U.S. 23 and Coover Road is in development as ODOT advances plans to improve safety and traffic flow along the corridor. The intersection was identified as a high-priority location through the Route 23 Connect study, with 30 crashes reported between 2021 and 2023.
After evaluating multiple options and gathering feedback from the public and local stakeholders, ODOT recommended a preferred alternative to move forward into further study. The project is now evaluating variations of a diamond interchange, including options with traffic signals, roundabouts or a partial cloverleaf design, to determine the best approach for safety and traffic operations.
Construction is currently anticipated to begin in 2029, following completion of design and additional environmental and community impact reviews.
CONSTRUCTION
At least one project in Delaware County is currently under construction, with active impacts to traffic and daily travel.
U.S. 36/SR 37 “Point” improvements: $44,360,000
A major project at the intersection of U.S. 36 and state Route 37 on the east side of Delaware is currently under construction, as ODOT and the city of Delaware work to reduce congestion and improve safety at one of the area’s busiest corridors.
More than 25,000 vehicles travel through the area daily, with traffic expected to increase in the coming years.
The project includes reconstructing and lengthening the Norfolk Southern railroad bridge over the roadway to allow for additional lanes where U.S. 36 merges with Route 37.
Crews are also making intersection improvements at Route 521 and Bowtown Road, while adding turn lanes, a multi-use path, sidewalks and upgrades to utilities, lighting and drainage infrastructure.
Drivers can expect significant traffic impacts, including a full closure of Central Avenue between Lake Street and the railroad bridge for up to 45 days beginning April 13. Detours will be routed via William Street and Lake Street, while some nearby roads will have limited access or turn restrictions during construction.
The project began in 2023 and is expected to be completed in summer 2026.
COMPLETION
These projects in Delaware County have recently been completed, delivering improvements to traffic flow and safety across the region.
SR 315 and Hyatts Road intersection improvements: $2,600,000
A project at the intersection of state Route 315 and Hyatts Road has been completed as ODOT worked to improve safety and reduce congestion by constructing a roundabout. The roundabout opened to traffic on Aug. 19, 2025, marking the completion of the project.
SR 521 bridge and culvert replacements: $2,570,000
A project along state Route 521 between Interstate 71 and state Route 61 has been completed as ODOT replaced two bridges and one culvert and upgraded guardrails near another structure. The roadway reopened to traffic at all three locations in September 2025, marking the completion of the project.
